The contractor shall complete all work within 90 calendar days after notice to proceed (NTP).

Minimum warranty requirements include a 7-year compressor warranty and 5-year parts warranty.

Proposals are due by 3:00 PM MT on July 30, 2026. Proposals not submitted by the designated opening date and time will not be accepted by RMPS.

Service providers warrant that all services performed will be done with the highest competence and care, and all materials and equipment will be new and of suitable grade. They also warrant against defects for twelve months after final acceptance. Service provider warrants that all services performed hereunder shall be performed with the highest degree of competence and care in accordance with accepted standards for services of a similar nature.

Minimum qualifications include five years of experience in energy efficiency and safety audits, ability to communicate in English and Spanish, and a combustion safety testing certification (e. g. , BPI or RESNET). Minimum qualifications: five years of experience conducting inhome energy efficiency and safety audits. . . Must have a combustion safety testing certification e. g. bpi or resnet.

Proposals that do not conform to the length, font, or margin requirements may be rejected. Failure to provide a public viewing copy will be considered a waiver of any claim of confidentiality. Collusive or sham proposals will be rejected and reported. Proposals that do not conform to these requirements may be rejected.

All services must commence within 45 calendar days of purchase order receipt and be completed within 90 calendar days.

The tribe will evaluate submissions based on on-time and complete submission, required documentation, license requirements, projected completion date and lead time, previous performance, statement of qualifications, current and pending workload, and pricing versus the market.

Bidders must be normally engaged in performing the type of work specified, have adequate organizational resources, facilities, equipment, and personnel, possess a current certified license relevant to the services, have a minimum of two years of experience, maintain a fully equipped organization, and carry adequate insurance.

A mandatory pre-bid conference is scheduled for July 10, 2026, at 11:00 AM at **** SW Conners Highway, Canal Point, FL ****.

Questions must be submitted by July 14, 2026, at 5:00 PM.

Failure to acknowledge and/or submit all information, altering provided files, arriving more than ten minutes late to the pre-bid conference, or violating the cone of silence may result in disqualification.

Owner agrees to pay progress payments to consultant in accordance with exhibit b consultant compensation.

The warranties set forth in this section are in addition to, and not in lieu of, any other warranties provided in this contract or at law.

The proposal will be evaluated based on technical proposal scoring, including experience, key staff, project approach, schedule adherence, and knowledge of regulations. Reference checks may also be conducted.

Proposers must demonstrate fiscal stability, provide a financial statement, and have relevant experience. Key personnel qualifications and background are also important.

There will be no site access offered for this RFP.

Protests must be submitted by the RFP questions, requests and protests deadline, which is July 8, 2026, by 10:00 am.

Attempting to improperly influence an evaluation committee member or failing to comply with RFP requirements may result in proposal rejection.
