All proposals must be delivered in a sealed envelope marked bid and stating Schenectady County Jail Kitchen Door Replacement, ****, to the purchasing agent, no later than June 25, 2026, at 2:00pm.

Schenectady County operates a formal purchase order system. Under no circumstances will the vendor or contractor be paid without a purchase order.

The contractor shall be responsible for correcting, removing or replacing defective work in accordance with the section titled warranty: tests, inspection, and defective work one year correction period.

Bids will be evaluated based on lowest total bid cost and projected timetable for completion of services or delivery of goods, completeness of the bid, and bidders demonstrated capabilities and professional qualifications.

Schenectady County may make such investigations as it deems necessary to determine the ability of the bidder to perform the work. The county reserves the right to reject any bid if an investigation of the bidder fails to satisfy the county that the bidder is responsible and can carry out the obligations of the contract.

In the event of a breach by contractor, contractor shall pay to the county all direct and consequential damages caused by such breach, including, but not limited to, all sums expended by the county to procure a substitute contractor to satisfactorily complete the contract work.

A pre-bid walkthrough will be held on June 10, 2026, at 10:00 am, at the Schenectady County Jail. Those interested are asked to meet in the lobby of the facility. While not mandatory, it is highly encouraged.

Upon request only, unless otherwise notated in the bid specifications, vendors are required to submit a sample of each item quoted within 72 hours of request.

June 16, 2026, at 2:00 pm: last date for questions to be submitted regarding this project. Questions should be submitted to purchasing@schenectadycountyny. gov.

Bids received from bidders who have previously failed to complete contracts within the time required, or who have previously performed similar work in an unsatisfactory manner, may be rejected.

Payment shall be made in accordance with the payment compensation provisions of the form contract document. Certified payrolls indicating payment of prevailing wage rates must be submitted with each invoice.

Vendor shall warrant each system and unit installed against failure and/or malfunction due to installation errors or omissions for a minimum of twelve months. Vendor shall also warrant systems and units for the duration of the manufacturer's standard commercial warranty period.

A contract award, if any, will be made to the lowest responsive and responsible bidder.

Bidders must employ qualified staff and have a minimum of five years of experience in performing the described services. Proof of registration with the NY State Department of Labor is also required.

Failure to include proof of NY State Department of Labor registration, failure to comply with communication restrictions, or submitting a bid with modifications, omissions, or erasures may result in disqualification.

Work will start July 6, 2026 and conclude by July 17, 2026.

All items must be delivered no later than May 30, 2026.

Full payment will be authorized only after all items have been delivered, inspected, and accepted by the government. Invoices must be submitted via the Invoice Processing Platform (IPP).

All items shall include a manufacturer warranty against manufacturing defects and workmanship for a period of at least one year.

If items delivered are not in compliance, the contractor shall have 5-10 business days to correct deficiencies and deliver items at no cost to the government.

Invoices not submitted via IPP shall not be accepted or paid. Rejected items must be corrected and redelivered within 5-10 business days at no cost to the government.
