This is an advertisement for bids for the construction of a Substation Equipment Shed Building by the Fayetteville Public Works Commission (PWC) in Fayetteville, North Carolina. Sealed bids will be received until 3:00 p. m. , EST on Thursday, May 14, 2026, at which time they will be publicly opened. The scope of work includes the construction of an equipment storage building. A mandatory prebid meeting will be held on Wednesday, April 22, 2026, at 11:00 a. m. Individual telephone inquiries are prohibited. Bids must be enclosed in a sealed envelope addressed to Leticia Gilmore, Procurement Advisor. A bid bond of five percent (5%) of the bid is required. Performance and payment bonds are required in the amount of 100% of the contract amount. Contractors must be licensed in North Carolina. Plans and specifications will be available online on or about Thursday, April 16, 2026. PWC reserves the right to reject any and all bids.

The contract states that Fayetteville Public Works Commission (PWC) shall pay contractor in installment payments plus a final payment, as set forth in the contract documents. PWC shall make payment to the contractor, less any applicable retainage, within forty-five 45 days of completion of the project, provided, however, that PWC may withhold a reasonable sum from the final payment to ensure correction of any final items or condition on the project.
The contractor grants a warranty on all materials and workmanship involved in the project for a period of one 1 year from the completion date and a period of two 2 years from the completion date for any latent structural defects.
The award of a contract, if made, will be to the lowest responsible, responsive bidder whose qualifications indicate the award will be in the best interest of PWC.
Bidders must comply with all federal, state, and local statutes, regulations, and codes as they relate to the project. The bid package shall include the completed contractor qualification form and all supporting documentation.
Liquidated damages are set at **** per day for each day beyond the final completion date.
