Barbering Government Bids & RFPs

Services shall begin as specified in the project statement or notice to proceed letter, whichever is the later.

DMVA will be responsible to pay the contractor for one shampoo and one haircut per month per resident. All other services will be paid by the resident. The awarded contractor shall bill DMVA and DMVA shall pay for services with DMVA payment authorization. DMVA shall provide preauthorization in writing to the awarded contractor prior to the provision of services.

DMVA shall award the PO to the lowest responsive quote.

Potential bidders shall be a licensed barber shop, licensed cosmetology shop, a licensed barber with the permission of his or her employing barber shop/salon, or licensed cosmetologist with the permission of his or her employing salon capable of providing geriatric barbering and cosmetology services for male and female populations, to include those with physical and/or mental impairments. The awarded contractor shall provide proof of active salon license and contractor employee licenses at the time of bid submission.

All noncompliance issues must be addressed and resolved by the awarded contractor within 48 forty-eight hours of notification to the awarded contractor.

Bidders who fail to provide all required bid documents as stated in the bid solicitation may have their bid rejected. If a bid is not received by the bid opening date and time, DMVA will not consider the bid for award.

The delivery period for this bid is from June 12 to August 30, 2026, Monday through Friday, between 8 AM and 1 PM. Coordination of delivery prior to shipping is required.

The bid notice does not explicitly state payment terms. However, it mentions that invoices must include the applicable purchase order number and bid item numbers, and payment will be made after correct claim forms are obtained from the ordering center.

The awarded bidder guarantees their products against defective material or workmanship for a period of at least one year from the date of delivery. Any merchandise found to be defective during this period will be replaced by the awarded bidder free of charge, with the replacement also carrying a one-year guarantee.

Bid awards will be made to the lowest responsible and responsive bidder or on the basis of best value, taking into consideration reliability, quality, conformity with specifications, purpose, and terms of delivery.

Bidders must submit a corporate resolution, noncollusive bidding certification, Iran divestment act certification, sexual harassment training certification, and a current W9 form. All documents must be originals.

If the awarded bidder fails to deliver within the specified time or fails to make replacement of rejected articles, Erie 1 BOCES may purchase from other sources at the awarded bidder's expense. A contract may also be canceled at the awarded bidder's expense upon non-performance.

Erie 1 BOCES reserves the right to request a representative sample of the item quoted upon either prior to the award or before shipments are made. If samples are requested after bid opening, they shall be delivered within ten days of the request.

The bid notice does not specify a deadline for challenges or objections.

Faxed or electronically transmitted bid submittals will not be accepted. Unsigned bids or documents will be subject to rejection. Failure to comply with delivery instructions or specifications may result in cancellation of the contract and removal from future proposals.
