The City of Portsmouth is seeking an experienced and qualified firm or team of firms to respond to the NH Seacoast Greenway Rail to Trail.

The contractor shall coordinate onsite warranty inspection upon completion of project with the pacific islands network it manager. Additionally, for Cat6 Ethernet cabling, materials shall be warranted for performance in coastal or tropical conditions. Deliverables include an extended warranty, and lifecycle support.

Contractor shall furnish proof of current certification to the pacific islands network manager or their designated representative. The design and installation of cabling/fiber optic systems must be completed by and under the oversight of a design engineer and comply with current ANSI/TIA standards.

The contractor shall be liable for all damage suffered by puho resulting from contractors negligence or lack of cooperation. The contractor is also esponsible for all out of service and damage cases billed by telecommunication service providers.

Delivery is anticipated within 60 days After Receipt of Order (ARO).

Payment will be made by electronic funds transfer through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). Invoices must be submitted electronically and will be paid upon approval and acceptance by the government COR.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered, using the lowest price technically acceptable criterion.

Offerors must be authorized resellers of their quoted solution with a SAM. gov profile. They must also submit a signed and completed Indian Economic Enterprise (IEE) Representation Form.

Failure to submit a complete and signed IEE Representation Form and the relevant DIAR clause may result in disqualification from the competition and ineligibility for contract award.

The contract term dates are 11/1/26 - 10/31/27.

A $50 nonrefundable administrative fee is required, payable via credit card, cash, or check. Payments must be received prior to bid opening. Credit card payments can be made via the provided link, and check payments should be mailed to Goodbuy Purchasing Cooperative.

Vendors must complete and submit various forms including W9, Edgar Vendor Certification, Form ****, and acknowledge terms and conditions. Compliance with Texas laws regarding felony convictions, boycotts, and residency is also required.

Failure to submit monthly sales reports may result in contract cancellation. False certifications can be grounds for contract termination and other legal remedies.

Deviations that include specific language regarding the Goodbuy contract number and participation fee will result in disqualification. Failure to provide required forms or certifications may also lead to disqualification.
