Waller Independent School District (WISD) is seeking proposals for instructional and special education contracted services. Proposals are due by June 23, 2026, at 2:00 PM CT. Responses can be submitted online or by sealed proposal to the administration office. Questions must be submitted through the ebid portal by June 16, 2026. WISD reserves the right to reject any or all proposals. The contract term is one year with four automatic one-year renewals. Awards will be made to vendors with acceptable evaluation ratings, considering proposed plan, vendor capabilities, district needs, and financial proposal. Vendors must provide an executive summary, summary of experience, scope of service description, and financial proposal. Specific certifications regarding felony convictions, boycotting Israel, contracting information, energy companies, firearm industries, foreign-owned companies, and federal award compliance are required.

Awards will be made to vendors that have received an acceptable evaluation rating. Evaluation criteria include proposed plan (30 points), vendor capabilities (25 points), district needs (25 points), and financial proposal (20 points). Vendors must be qualified and experienced in providing contracted services for instructional and special education programs. If the vendor fails to fulfill or abide by the terms, conditions, or specifications of the contract, WISD reserves the right to purchase the products/services elsewhere and/or cancel the contract. he district reserves the right upon written notice to the vendor to the following remedies though not just limited to these: purchase the productsservices elsewhere andor cancel the contract.
Failure to complete all forms and submit all requested documents may result in non-responsiveness and non-consideration of the bid. Misrepresenting conduct resulting in a felony conviction can lead to contract termination. Failure to do so may be materially nonresponsive and result in nonconsideration of the bid. and The district may terminate a contract with a person or business if the district determines that the person or business failed to give such notice or misrepresented the conduct resulting in the conviction.
