Applications should be submitted two months prior to the planned event start date, with a preference for three months prior. Applications submitted after this window may not receive prioritization or full consideration. The solicitation is open until June 30, 2028.

The state shall have thirty (30) calendar days after receipt of invoice or satisfactory delivery of goods or performance of services to make payment. The state will reject any offer submitted with a condition requiring payment within a shorter period or interest payments greater than allowed by HRS ****.

Applications will be scored based on alignment with HTDC's priorities/mission/initiatives (30 pts), impact/quality of event (30 pts), alignment with HTDC's organization (15 pts), and promotion/partnership opportunity for HTDC (25 pts). Additional points are available for new events, first-time sponsorships, and events on neighbor islands.

Applicants must be compliant with all laws governing entities doing business in the state, including tax clearance, unemployment insurance, workers' compensation, temporary disability insurance, prepaid health care, and certificate of good standing. Compliance is verified through Hawaii Compliance Express (HCE).

A protest shall be submitted in writing within five (5) working days after the aggrieved person knows or should have known of the facts giving rise thereto. A protest of an award or proposed award shall be submitted within five (5) working days after the posting of award of the sponsorship or notice of decline of application.

Applicants are at risk of not receiving an award if they are not compliant with all state laws, as verified through HCE, at the time of award. Failure to answer inquiries regarding facilities, equipment, experience, personnel, or financial status may also lead to disqualification.

The bid notice states that sealed proposals are due by June 4, 2026, at 2:00 PM local time. Late proposals will not be accepted.

The bid notice states that WCSD's payment terms are net 30 after services are rendered and in receipt of an accurate invoice.

The bid notice mentions that if applicable to the RFP, proposers are to provide information regarding any relevant manufacturer's warranty for any products that may be provided as part of this solicitation. The cost of a warranty must be separated from the total proposed item price, and the proposer must provide the pricing of the warranty on exhibit C.

The bid notice states that awards will be made in accordance with NRS chapter 332 to the responsible proposers whose proposals are determined to be the most advantageous to WCSD, considering price and the evaluation criteria set forth in this solicitation.

Proposers must be qualified firms and demonstrate compliance with all applicable federal, state, and local laws and regulations, including those governing pupil transportation and commercial passenger carriers in the state of Nevada. They must maintain all required licenses, permits, and certifications.

In case of default by any awarded proposer, WCSD reserves the right to impose actions including deducting any unpaid balance due, procuring services from another source, holding the defaulting proposer responsible for any excess cost, assessing a penalty equal to five percent (5%) of the total proposal price, commencing proceedings against any surety, and prohibiting proposers from submitting proposals for a period of not less than one (1) year and no more than five (5) years.

The bid notice states that any unsuccessful proposer appellant may appeal the results in the solicitations letter of intent recommendation of award if they believe applicable provisions of the law were violated. Appellant must submit a notice of protest to WCSD's director of procurement and contracts no later than five (5) business days from the date of the letter of intent recommendation of award.
