Proposals must be submitted by July 16, 2026, at 2:00 PM MDT. Late proposals will not be accepted or evaluated.

Payment terms are net 30. Payments will be made no more frequently than once in a 30-day period, with the exception of district credit card purchases. The district will not pay late or interest charges.

A minimum one-year warranty from the date of acceptance is required for all supplies. Extended warranty options and their coverage must be detailed.

The award will be made to the responsible supplier whose proposal is most advantageous, considering price, past performance, financial stability, and technical capability. A scoring system will be used, with pricing (75 points) and responsiveness (25 points) being key factors.

Vendors must have a proven track record of supplying, servicing, and maintaining point-of-sale systems in K12 food service, with strong references. They must also be able to provide onsite service within 24 hours and image devices to district specifications.

The RFP does not explicitly detail penalties for non-performance, but repeated late or missed deliveries may result in progressive corrective action, including contract termination for cause.

A pre-proposal conference may be held, but it is not mandatory. Live presentations are required for finalists at the Student Nutrition Center.

Finalists will be asked to ship one unit for testing by the food and nutrition staff. These physical samples must be submitted in their original standard packaging.

Proposals that do not comply with RFP requirements, late proposals, or proposals from debarred or suspended suppliers may be rejected.

Proposals are due by June 11, 2026, at 2:00 p. m. prevailing central time. Proposals received after this deadline will not be considered.

Invoices will be paid within thirty (30) days following receipt, in accordance with the prompt payment act.

Proposals will be evaluated based on criteria including account management, customer service, claims administration, technical and reporting capabilities, implementation plan, fee structure, and underwriting and renewal process. The proposer whose proposal is most advantageous to Central Health may be recommended for contract award.

Proposers must be responsible and submit responsive proposals, demonstrating competence, qualifications, financial resources, and adequate facilities, personnel, reputation, and experience.

Protest of contract award must be submitted in writing within ten (10) calendar days after Central Health notifies proposers of a contract award.

Contacting individual Central Health board members, executive team leaders, or staff regarding this solicitation may result in disqualification. Failure to respond timely to requests may also be grounds for disqualification.

All proposals must be received no later than 11:00 a. m. on June 11, 2026.

All goods and services furnished shall be warranted to meet or exceed specifications as required. Please include any additional terms and warranty information in your bid.

It is the intent to make an award based on the lowest responsive and responsible proposal, and what is in the best interest of the North Kingstown School Department.

Bidders must be prepared to show they have a suitable financial status, adequate equipment, and appropriate technical experience. Copies of licenses and insurance must be submitted with a bid offer.

Any proven violation of the warranty and representation by a bidder shall render the bidder's contract terminated and the bidder shall be required to reimburse the North Kingstown School Department for any and all costs incurred by the district, including reasonable attorney fees.

Samples of items, when required, must be submitted with the time specified and at no expense to the North Kingstown School Department.

Monthly progress reports are required, and failure to provide them may result in delayed or withheld payment.

Respondents must provide an executive narrative of their firm and proposed consulting team, including resumes and certifications for key personnel. Experience with specific energy codes and processes like ordinance drafting and stakeholder engagement is required.

A violation of the suspension and debarment clause, which requires consultants and their principals not to be suspended or debarred from federal assistance programs, constitutes a material breach and grounds for termination.
