The Illinois Secretary of State is seeking bids for the printing of 1,000,000 secure power of attorney forms (VSD ****). The contract term is upon execution through June 30, 2027, with no renewal options. Bids must be submitted electronically through BidBuy by July 29, 2026. Detailed specifications for the forms, including stock, ink, layout, security features, numbering, and delivery, are provided. Proofs are required within 10 days of award. Delivery of the full order is due by December 31, 2026. Subcontractors are allowed. The award will be made to the responsive and responsible bidder submitting the lowest price.

Protests related to specifications must be received no later than 14 days after the solicitation was posted. Protests related to rejection of bids or awards must be received within 7 days after the protesting party knew or should have known of the facts. for protests related to specifications, the protest review office must physically receive the protest no later than fourteen 14 days after the solicitation or related addendum was posted to the bulletin.
