The board is exempt from federal excise tax, state tax, and local taxes. The successful vendor must send a representative with binding authority to the board upon request. Shipments will be on a month-to-month basis or as needed. Vendors must submit cut sheets for products not on the approved manufacturers list within two business days of notification. Vendors cannot withdraw their bids within 90 days of the opening date. The purchase order quantities are subject to increase or decrease as deemed necessary. Price shall remain firm for 12 months after the purchase order date.

The Bureau of Diplomatic Security (DS) is seeking commercial off-the-shelf (COTS) products for an Imminent Danger Notification System (IDNS). Respondents must provide detailed information on available systems, including a response to the TDB IDNS requirements matrix, specifications, images, technology maturity, impact to existing infrastructure, details of current installations, and a cost estimate. No facility security clearance or cleared staff under the National Industrial Security Program is required at this time, but if applicable, this information should be provided. The company must have a robust technical support group to provide user, installation, and repair documentation, technical and software updates/revisions, and training.

Interested vendors need to propose their capability and/or solution for sleeping cots, as detailed in the attached RFI document. Responses must be submitted to both specified email addresses by 12:00 PM Japan time (UTC+9) on May 8, 2025.
