This is a Request for Information (RFI) for VA Emergency IV Fluid Vendor Managed Inventory. The program aims to secure access to critical IV fluid products through industry partnerships, avoiding government warehousing. The contractor will be responsible for storing, rotating, and deploying three specified IV fluid products. Key requirements include: facilities meeting USP/NF, 21 CFR Part 205, FDA, EPA, and state pharmacy board standards; products with a minimum 12-month expiration date; 24/7 deployment capability; monthly and on-demand inventory reports; post-deployment documentation within 48 hours; and FOB destination delivery. The contract will include a base year with four option years. The contractor will provide a firm-fixed monthly fee per pallet position for storage, handling, rotation, and shipment. Responses to this RFI are due by May 29, 2026.
The contractor shall deliver requested materials to specified destinations within 24 hours of government notice during emergency activation. For replenishment, the contractor will have 30 calendar days from notification to restock depleted product line items. Replacement inventory for damaged or incorrect products must be delivered within 48 hours.
The contractor shall provide a firm-fixed monthly fee per pallet position to cover all storage, handling, inventory rotation activities, and shipment. Monthly invoices shall reflect the number of active pallet positions supporting government-purchased material. No additional fees will be paid for standard rotation, inventory reporting, or shipment preparation. The contractor cannot invoice and will not be paid inventory management and/or holding fee costs until 100% of the contractor-stocked emergency inventory (CSEI) material is available.
All facilities must meet USP/NF, 21 CFR Part 205, FDA, EPA, and state pharmacy board standards. Products shall be compliant with Trade Agreements Act (TAA) and sourced from manufacturers with a verifiable pharmaceutical supply chain.
Failure to meet the minimum 12-month expiration date requirement may result in financial penalties as defined in the penalty fees section.
Inspections may be scheduled yearly, including site visits to the warehouses for inventory counting and compliance checks.
