Bidders must be qualified and submit a completed form attached to the bid. An antinoncollusion affidavit is also required. the following affidavit is submitted by the bidder, or bidders authorized agent: the undersigned of lawful age, affirms and says: 1. the undersigned is the bidder or the duly authorized agent of the bidder submitting this competitive bid and as the lawful authority to execute this affidavit and the attached bid.

Failure to complete and sign the antinoncollusion affidavit will result in the bid not being considered. this bid will not be considered unless this form has been fully completed and signed and certified by the bidder.

The anticipated period of performance is from the date of award through the end of the 2027 anniversary campaign year. The campaign is expected to include phases for planning, branding, launch event, storytelling production, and flagship initiatives, with a final report due within 30 days after the final activity.

Invoices are to be submitted to the office identified in block 18b of the SF1449. The contractor shall show value added tax (VAT) as a separate item on invoices. Payment will be made to the contractor's address on the cover page unless a separate remittance address is provided.

Award will be made to the lowest priced, acceptable, responsible offeror. The government will determine acceptability by assessing compliance with RFQ terms and technical information, and contractor responsibility by analyzing financial resources, performance period compliance, integrity, organization, experience, skills, equipment, facilities, and eligibility.

Vendors should demonstrate at least 5 years of experience managing high-level public events, experience producing public-facing communications campaigns, strong writing, design, photography, and videography capacity, ability to manage multiple activities, experience working with government/diplomatic/educational/business/youth audiences, strong understanding of Nepal's media/education/startup/youth sectors, ability to work in English and Nepali, and strong financial management and reporting capacity.

The Quality Assurance and Surveillance Plan (QASP) outlines a method for monitoring contractor performance. If services exceed the standard (more than one customer complaint per month), the Contracting Officer's Representative (COR) will notify the Contracting Officer for appropriate action under the inspection clause.

Offers that are unreasonably low or high in price may be rejected. Failure to comply with solicitation terms, including technical requirements and contractor responsibility criteria, could lead to disqualification.
