The contractor will provide target support and construction of training aids for the Regimental Master Breacher Course. The period of performance includes a base year with a minimum of 3 courses per year. The contractor must develop and maintain a Quality Control Plan (QCP) and adhere to security requirements. The government will provide access to ranges and guidance before and inspect all services after the construction of all targetry to ensure accurate and total construction. The contractor must furnish all supplies, equipment, and services not listed in parts 4 and 5 of the PWS. The contractor shall provide all necessary equipment and materials to complete construction of the following targets prior to the beginning of each course, to include: heavy demolitions area: 2 target vehicles. The contractor shall be responsible of the removal of all used vehicles and dumpsters from the facilities upon completion of each course. The contractor shall provide signed nondisclosure agreements to the government at the start of each government fiscal year and any new employees to contracting company or subcontracted personnel before they can begin commencement of work under the contract. Disclosure of information by contractor personnel may result in removal of contractor personnel from performance under this contract. The contractor shall notify the contracting officer immediately whenever it becomes aware that such access or participation may result in any actual or potential oci and shall promptly submit a plan to the contracting officer to avoid or mitigate any such oci. The contractors oci mitigation plan will be determined to be acceptable solely at the discretion of the contracting officer. In the event the contracting officer unilaterally determines that any such oci cannot be satisfactorily avoided or mitigated, the contracting officer may affect other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the oci. The contractor shall have personnel on board, during the thirty 30 day phase in phase out periods. During the phase in period, the contractor shall become familiar with performance requirements to commence full performance of services on the contract start date. The contractor shall comply with far ****, accident prevention november ****, the references contained therein e. g. u. s. army corps of engineers safety and health requirements manual em 38511. The contractor shall ensure that all of its operations and activities conform to the installation environmental policy requirements. The contractor shall ensure that all contract personnel have received appropriate levels of training in the handling, use, storage, and disposal of hazardous material. In addition, the contractor shall ensure that all contractor controlled activities on us installations are conducted in accordance with the instillation spill prevention and response plan, solid waste policy, final governing standards, and applicable environmental lawsstandards. The initial base term of the prospective contract is a period of one calendar year, and hcde may elect to extend any contract awarded pursuant to this rfp for up to four additional oneyear renewal terms. The Harris County Department of Education (HCDE) and Choice Partners (CP) are seeking proposals for roofing, waterproofing, and masonry maintenance, as well as job order contracting. Proposals must be submitted online by February 12, 2026. The contract has an initial term of one year with the possibility of three one-year renewals. The total estimated value for all contracts awarded under this CSP is $200 million. HCDE will conduct a price or cost analysis and document its findings. Vendors must provide detailed monthly reports of all sales activity. The Buy American Act applies to this bid.
