The Nebraska Department of Education (NDE) is seeking proposals for a service contract to revise and modernize Nebraska's Career and Technical Education (CTE) system. The contract term is nine months, from June 2026 to March 2027, with a possible three-month renewal. Electronic responses must be submitted by March 19, 2026, at 2:00 PM Central Time. The resulting contract, solicitation, and response will be posted online. Bidders must submit questions by March 5, 2026. The vendor must maintain insurance and provide a certificate of insurance. The vendor must comply with all applicable civil rights laws and equal opportunity employment. The vendor must use a federal immigration verification system to determine the work eligibility status of employees. The vendor must have a disaster recovery and backup plan. NDE may withhold 10% of each payment as retainage. The vendor must provide a copy of its drug-free workplace policy upon request. The vendor must comply with the Americans with Disabilities Act of 1990. The vendor must not refer to the contract award in advertising in a way that implies endorsement by NDE. The vendor must provide a work plan within 10 business days of kickoff.
The term of the contract will be nine months, from June 2026 to March 2027.
NDE shall have forty-five 45 calendar days to pay after a valid and accurate invoice is received by NDE.
For any breach of this warranty, the vendor shall, for a period of ninety 90 days from performance of the service, perform the services again, at no cost to nde, or if vendor is unable to perform the services as warranted, vendor shall reimburse nde all fees paid to vendor for the unsatisfactory services.
NDE reserves the right to evaluate solicitation responses and award contracts in a manner utilizing criteria selected at ndes discretion and in ndes best interest.
Solicitation responses will be evaluated without consideration of any known or unknown assumptions of a bidder.
Violation of the terms and conditions contained in this solicitation or any resultant contract, at any time before or after the award, shall be grounds for action by nde which may include, but is not limited to, the following: rejection of a bidders solicitation response, withdrawal of the intent to award, withdrawal of the award, negative documentation regarding vendor performance, termination of the resulting contract, legal action andsuspension or debarment of the bidder from further bidding with the state for the period of time relative to the seriousness of the violation.
Any protests must be filed by a bidder within ten 10 business days after the intent to award decision is posted to the internet.
