Proposals will be evaluated based on experience, understanding of the scope, strategy, personnel ability, and cost competitiveness. Responses to this rfp will be evaluated based on each firms: a. Experience with communityorganization of a similar size. b. Understanding the scope of the work. c. Strategy for providing required services. d. Demonstrated ability of key personnel. e. Cost competitiveness.

Proposals should include the consultant's contact information, qualification statement, understanding of the project, detailed approach and methodology, estimated time, scope of involvement from HR staff, breakdown of rates and fees, and staff biographies. Proposals must contain the following information and are limited to no more than 20 pagestotal: a. Consultants contact information. b. Qualification statement and general information of the firm. c. Consultants understanding of the project. d. Detailed description of approach and methodology the consultant will use in identifying and evaluating information.

The contract may be canceled, terminated, or suspended if the contractor is determined to be in violation of any nondiscrimination provision of federal, state, or local law. In the event the contractor is determined by the final order ofan appropriate agency or court to be in violation of any nondiscrimination provision of federal, state, or local law or thisprovision, this contract may be canceled, terminated, or suspended in whole or in part by the town, and thecontractor may be declared ineligible for further town contracts.

All proposals must be submitted no later than August 14, 2026, at 11:00 am MST.

Minimum requirements include at least 3 years of experience implementing LER or comprehensive digital credentialing systems, at least 5 current clients in higher education, and experience with multi-campus system-wide implementations.

Failure to fill out the vendor response signature page in its entirety, sign, and return it with the vendor's response may disqualify the vendor response.

Proposals must be received by September 1, 2026, 08:00 AM CT. Any proposal received after the above time and date will not be considered.

Vendor warrants that all goods delivered under this contract will conform to the requirements of this contract including all applicable descriptions, specifications, drawings and samples, and will be free from defects in design and fit for the intended purposes. The proposal will be awarded to multiple vendors based on purchase price (35 pts), vendor reputation (10 pts), quality (20 pts), meeting district needs (20 pts), past relationship (5 pts), HUB compliance (5 pts), and long-term cost (5 pts). The following will be used for scoring criteria: purchase price 35 pts reputation of the vendor and vendors goods and services 10 pts quality of the vendors goods andor services 20 pts extent to which the goods andor services meet the districts needs 20 pts

Vendors must be qualified contractors and provide documentation of administrative expertise in subject content areas. They must also provide references and details of previous work experience with GCCISD and other entities. Goose Creek cisd is requesting proposals from qualified contractors for contracted services related products.

In case of default by the vendor, the district may cancel the contract and repurchase from another source, recovering excess costs by deduction, collection against the contract/bond, or other legal remedies. In case of default by the vendor, the district may, by written notice, cancel this contract and repurchase from another source, and may recover the excess costs by: 1 deduction from an unpaid balance due, 2 collection against the contract andor performance bond, or 3 a combination of the aforementioned remedies or other remedies as provided by law.

Failure to manually sign the response, failure to include required attachments like the CIQ form, W9, **** form, and Edgar certification, or submitting a proposal after the deadline can lead to disqualification. Failure to include invitation to submit proposal, proposal form if applicable, acknowledgement of certifications, conflict of interest questionnaire, and taxpayer identification w9 in response to the districts solicitation may be just cause to disqualify response.
