This is a Request for Quotation (RFQ) for an online college and career planning tool. The contract will be for a firm fixed-price contract with a one-year base period and four one-year option periods. The period of performance is from August 29, 2026, to August 28, 2031. Quotations are due by **** Eastern on June 29, 2026. The requirement is a small business set-aside. Offerors must be registered in the System for Award Management (SAM). The government will evaluate technical capability, past performance, and price. Technical capability is more important than past performance, and technical and past performance combined are approximately equal to cost/price. Partial or incomplete quotations will be deemed noncompliant. Offerors must agree to hold prices firm for 90 calendar days.

The government will award one contract to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are: Factor 1 Technical Capability (Technical Approach and Methodology, Reporting), Factor 2 Past Performance, and Factor 3 Price. Technical is more important than past performance, and technical and past performance, when combined, are approximately equal to cost/price.
Offerors must be registered in the System for Award Management (SAM). Quotations must be complete and submitted in accordance with instructions. Any quotation receiving an overall rating of marginal or unacceptable will be deemed to have a risk that is so high that award cannot be made.
The penalty for making false statements in the offeror's quotation is prescribed in 18 ****.
Partial, incomplete quotations and any assumptions will be deemed noncompliant and will not be evaluated. Failure to be registered in SAM. gov will result in the offeror being deemed noncompliant and not considered for award. Any quotation receiving an overall rating of marginal or unacceptable will not be further evaluated.
