The Texas Education Agency (TEA) is seeking proposals for integrated support services for special education and general education complaint investigations. Services include assisting TEA in meeting federally mandated timelines for IDEA complaints, providing operational assessment and documentation support, and assisting with intake and investigation of general education law complaints and misconduct investigations. Responses are due July 24, 2026. The contract term is for five state fiscal years. TEA will award one or more contracts based on best value considerations, including technical approach, management and capacity, and the task, activity, deliverable, and budget plan.
Responses are due July 24, 2026, no later than 2:00 p. m. Central Time.
The proposed budget and payments to a contractor must be based on satisfactory completion and TEA acceptance of deliverables. TEA will pay invoices upon satisfactory performance of services, receipt and acceptance of specified deliverables, and receipt of properly prepared invoices and supporting documentation.
TEA intends to award one or more contracts based on the ability of a contractor to complete all requirements contained in this solicitation, using best value considerations.
Contractors must provide satisfactory evidence of their ability to manage and coordinate the types of tasks, activities, and deliverables described in this solicitation and to produce the specified goods and/or services on time and with high quality.
The scope of this procurement does not include onsite visits.
Failure to submit required documents, late responses, incomplete responses, failure to formalize terms by signing contracts, failure to comply with VETHUB requirements, and failure to disclose conflicts of interest may result in disqualification.
