The material delivery date is by September 17, 2027, and the project completion date is December 20, 2027.

Payment will be based on the contractor's progress payment schedule, and the purchaser will retain five percent (5%) of the total contract amount for all work completed, including change orders.

The contractor guarantees that the work will be as specified and free from defects in design, workmanship, and materials. The guarantee period shall begin on the date of final payment and end 12 months later, with an extension for any repairs or replacements made under the guarantee.

In evaluating bids received, the City will consider the timelines of completion of prior construction contracts, existing workload of bidders and available manpower that bidder commits to the project.

Bidders without previous successful work history with the City of Hastings must demonstrate before the bid opening that they are qualified to perform the work satisfactorily by submitting written evidence of their qualifications, including maintaining a permanent place of business, having technical knowledge and practical experience, having available organization and qualified manpower, having no just or proper claims pending, and having furnished other systems of similar type and complexity.

Liquidated damages will be assessed at $1,**** per calendar day past the project completion date.

If, in the opinion of the contractor or the purchaser, a decision made by the engineer is not in accordance with the meaning and intent of the contract, either party may file with the engineer and the other party to the contract, within 30 days after receipt of the decision, a written objection to the decision.

The deadline for submitting sealed proposals is May 5, 2026, at 4:00 PM.

The department will reimburse the selected offeror for work satisfactorily performed after execution of a written contract and the start of the contract term, in accordance with contract requirements, and only after the issuing office has received a signed appointment letter back from the offeror. At that point the offeror will be paid for services rendered dating back to the date of the appointment letter.

Award will be made to the responsible offerors determined to be the best qualified after fair and reasonable compensation has been negotiated, based on a combination of technical (75%) and cost (25%) evaluation criteria.

To be deemed responsible for this engagement, an offeror must submit a responsive proposal and possess the capability to fully perform the contract requirements in all respects and the integrity and reliability to assure good faith performance of the contract. The total score for the technical submittal must be greater than or equal to 75% of the available technical points.

A late fee of **** per day may be assessed against the prime contractor if the utilization report is not submitted in accordance with the schedule. Noncompliance with SDB/VBE commitments may result in sanctions, including termination of the contract, revocation of status, or suspension/debarment.

The bid must be received no later than 2:00 p. m. , April 21st, 2026. The contract term will be thirty (30) days or until satisfactory completion of all services specified.

The city's standard payment terms are net 30, meaning payment is due in 30 days, made upon receipt and acceptance by the city of the items ordered and receipt of a valid invoice.

The successful bidder shall warrant that all items/services shall conform to the proposed specifications.

The city will award the contract either to the responsive, responsible bidder who submits the lowest and best bid based on the specifications published herein or to the responsive bidder who provides goods or services at the best value for the municipality.

A prospective bidder must affirmatively demonstrate responsibility and must meet requirements including adequate financial resources, ability to comply with delivery schedule, satisfactory record of performance, satisfactory record of integrity and ethics, and otherwise be qualified and eligible to receive an award.

In the event the contractor does not complete the work required under this contract within fifteen (15) days after the issuance of a purchase order, unless an extension has been granted, the contractor shall be liable for and shall pay to the city as liquidated damages the sum of one percent (1%) of the total purchase order amount for each calendar day of delay.

The city of Longview estimates demolishing three residential properties with a maximum of $80,**** to be funded by the public works department for the first term of this contract.
