The City of Kirkland requires that qualifications be received no later than 3:00 PM PDT on May 6, 2026.

Brokerage services will be compensated through a commission structure to be proposed by respondents and negotiated with the selected firm. The City anticipates that compensation will be paid from transaction proceeds at closing.

The City will make a selection based on the evaluation of written qualifications and potentially an interview process, with criteria including project understanding and proposed strategy for success (25%), previous experience in similar projects/references (25%), expertise of key personnel and/or team partners (20%), approach to project management and delivery (20%), and knowledge of the local and regional real estate market (10%), and commission proposal and overall value to the City (15%).

Qualifications must include a project approach (work plan, project organization and staffing, team qualifications and subconsultants, project schedule), a commission proposal, related experience and references, and a statement of experience working with public agencies, marketing development sites, local markets, mixed-use properties, competitive offer processes, and purchase and sale agreements.

The selected brokerage firm will be responsible for coordinating and conducting property tours and site visits for prospective purchasers.

Questions regarding the scope of work or evaluation process must be submitted via email by April 20, 2026.

The bid notice states that specific due dates for proposals will be provided in each call issued as an amendment to this CSO. The proposal submission notification will also identify the number of calendar days, typically less than 30, for proposal submission. null

The bid notice mentions that in the event of the contractor's or a subcontractor's noncompliance with the DEI discrimination clause, the contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts. It also mentions that the Attorney General may consider bringing actions under the False Claims Act against any contractors or subcontractors that violate the clause.

The bid submission deadline is Tuesday, April 21, 2026, at 3:00 PM EST.

Payment for equipment, material, and supplies will be made by the Public Works Commission approximately thirty days after delivery, inspection, approval, and the invoice is received in the PWC accounts payable office.

The award of a contract, if made, will be to the lowest responsive, responsible bidder whose qualifications indicate the award will be in the best interest of PWC.

For purposes of evaluation of the bids, all bidders are instructed to submit bids in the unit of measurement requested. PWC reserves the right to make a single award for all items or may award separate contracts to multiple bidders for various items to the lowest responsive, responsible bidder or bidders, taking into consideration product quality, delivery time to PWC, and conformity with the specifications in these bid documents.

In the event of a spill resulting from the suppliers actions, the supplier shall pay any fines levied against the PWC for spills resulting from the suppliers actions and shall pay any costs incurred for cleanup and emergency response.

PWC reserves the right to inspect, at a reasonable time, the equipment, item, plant, or other facilities of a prospective bidder prior to award, and during the sale of goods agreement term, as PWC deems necessary to determine that such equipment, item, plant, or other facilities conform with the specifications requirements and are adequate and suitable for the proper and effective performance of the sale of goods agreement.

Upon request, the bidder shall be required to furnish a promptly certified chemical analysis or a sample of the product to be delivered to a laboratory of the purchasers designation for certified chemical analysis. The findings of said laboratory shall be final and binding on all persons. No samples are to be submitted until requested with the exception being the analysis enclosed with the bid submittal.
