Protests must be filed within seven (7) calendar days of the notice of intent to negotiate and award or notice to short list. Protests must be in writing and received by the chief procurement officer within seven 7 calendar days, unless otherwise noted, following the date the city's notice of intent to negotiate and award or notice to short list was issued.
Proposals may be rejected if they are late, incomplete, or if the proposer is involved in litigation with the city. Late proposals proposals received after the scheduled closing time for thefiling will be rejected as nonresponsive and returned to the proposer unopened.
