The State of Vermont is seeking proposals for multilingual video production services. This includes interpretation and caption translation for pre-recorded videos, as well as live captioning. Contracts will be for three years with an option to renew for an additional two years. Bidders must submit questions in writing by July 17, 2026, and proposals are due by July 30, 2026. All notifications and addendums will be posted online. Vendors with active interpretation and translation contracts are invited to respond. The state may amend existing contracts. Bidders must disclose any use of Artificial Intelligence (AI) and provide separate pricing for AI and non-AI services. The state reserves the right to reject any or all bids.
Responses are due by July 30, 2026, 4:30 PM ET.
Payment terms are net 30 days from the date the state receives an error-free invoice with all necessary and complete supporting documentation.
Awards will be made in the best interest of the state, considering project approach, methodology, qualifications, experience, ability to meet timelines, cost, and success in similar projects.
Contractors shall use professional interpreters and translators qualified through a documented credentialing process. Bidders must provide an overview of their quality control and training processes.
A bidders conference will not be held.
Bidders are requested to provide samples of previously produced multilingual video production recordings, which may be provided via web links or email.
Questions must be submitted in writing no later than July 17, 2026.
