This is a market research sources sought notice, not a solicitation. The 513th Expeditionary Red Horse Squadron is seeking information from vendors capable of providing
soil testing services on Tinian, Northern Mariana Islands. Vendors should review the attached draft statement of work and offer feedback regarding suitability for the area. The estimated quantity of material to be tested is approximately 18,000 cubic yards of topsoil.
Soil sampling must be conducted within 30 days of contract award, and the entire scope of work must be completed within 120 days. The contractor shall prepare a sampling and analysis plan (SAP) outlining standard operating procedures (SOPs) for fieldwork, including references for laboratory data validation methodologies. The contractor must use an appropriate sampling strategy to achieve reliable data within an acceptable confidence level and margin of error. The contractor shall collect
soil samples from appropriate locations as outlined in the SAP, using proper sample containers and preservatives. The laboratory shall conduct analyses for specific chemicals of potential concern (COPCs) using EPA-approved methods. The contractor shall perform tier 1 data validation upon receipt of laboratory results and prepare a comprehensive sampling and analysis report (SAR). The report must include site history, background, results, analytical findings, recommendations, and next steps. The contractor must provide company information, including name, point of contact, email address, phone number, business size (NAICS **** and Cage/UEI codes).
