The project involves upgrading the existing Edwards EST3 fire alarm system to the Edwards EST4 system at Cheyenne Mountain Space Force Station. The contractor must have at least 5 years of experience in installing fire alarm and life safety systems, a minimum NICET II in fire alarm systems, Edwards fire alarm system manufacturer's certification, and be licensed in the state of Colorado. Documentation of training or certification must be provided to the contracting officer for review and approval. All work procedures and materials must be approved by the 21st Civil Engineering Squadron prior to the start of work. All network-related activities must adhere to the cyber security requirements outlined in attachment 1. Strict adherence to the operations security (OPSEC) standard operating procedures (attachment 2) is mandatory if the contractor requires access to sensitive or classified information. The contractor is responsible for ensuring all personnel accessing these areas have reviewed and understand the OPSEC procedures prior to commencing work. The contractor will be responsible for providing all necessary personnel, equipment, tools, materials, transportation, supervision, and other resources required to replace the 23 existing EST3 fire alarm systems with new EST4 fire alarm systems. The project will reuse all existing field wiring, initiating devices, and notification devices throughout the station. A pre-installation meeting with building management, IT personnel, and the Authority Having Jurisdiction (AHJ) is required to review the project schedule, procedures, and potential disruptions. The contractor must provide a complete set of system documentation, including as-built drawings, wiring diagrams, device list and address mapping, software programming documentation, operation and maintenance manuals for the EST4 panels, and battery calculations. A final inspection with the AHJ is required to verify that the system is installed and functioning according to code. Lien waivers from all subcontractors and suppliers are required. Warranty information for the EST4 panels and related equipment must be provided. A project completion report summarizing the work performed, including any issues encountered and their resolutions, must be submitted. The contractor must comply with Department of Labor, OSHA requirements (29 CFR ****, ****, and 29 CFR ****), and Air Force Occupational Safety, Fire, and Health standards (AFOSH). The contractor must protect the work area from dust, dirt, or other materials, and maintain work areas in a neat, clean, and safe condition. All trash must be collected and disposed of outside government property. Upon project completion, the work site and storage areas must be cleaned and restored to their original conditions. The contractor must have proper authorization to enter the restricted area and must provide their own escorts, if necessary. Visitor requests must be submitted no later than 15 business days prior to the first day of work. A vehicle authorization request (VAR) is required before any vehicle may enter restricted areas. Working hours are normally between 7:00 a. m. and 4:00 p. m. , excluding Saturdays, Sundays, and federal holidays.
