Bids must be received by the bid opening date and time, Thursday, July 30, 2026, 1:30 p. m. CST. Bids received after this time will not be accepted. Deliveries are to the Escambia County School District warehouse at 151 East Texar Drive, Pensacola, FL ****, with specific delivery times Monday-Friday, 7:30 a. m. - 2:30 p. m. CST.

Payment terms should be net 30 days from receipt and acceptance of goods or services, and bidder's invoice. Itemized invoices, each bearing the applicable purchase order number, should be submitted to accounts payable on the day of shipment.

All goods and services furnished by the bidder shall be warranted to meet or exceed the specifications contained herein. In the event of a breach of warranty or failure to comply with specifications, the bidder shall take all necessary corrective action at their expense.

Primary factors used to determine awards will be price, quality, availability, and responsiveness. Other factors may include administrative costs, alternative payment terms, and bidder's past performance.

Bidders must submit all required documentation, including a signed bid, company information, and potentially certifications regarding debarment, drug-free workplace, and business licenses. Failure to return all required items may result in the bid not being accepted.

The school district may terminate for default if the bidder fails to deliver goods or services within the specified time, fails to comply with bid provisions, or becomes insolvent. In case of default, the district's liability will be limited to payment for goods and services delivered and accepted.

If offering a brand or product other than pre-approved ones, a sample must be sent for review by July 30, 2026, 12:00 p. m. CST. Full case samples in original packaging with required documentation are necessary. Samples should be clearly labeled and delivered to the Escambia County School District Food Services office.

Bid tabulations with award recommendations are posted for 72 hours. Failure to file a protest within the time prescribed in Section **** Florida State Statutes constitutes a waiver of proceedings.

Bidders may be disqualified for ex parte communication with district personnel or board members, failure to return all required bid documents, or submitting bids after the deadline.

Responses to this RFI are due by 11:00 AM ET on 13 July 2026. Responses should be emailed to bridgette walton at ***@***. *. * should reference the RFI and shall include the following information in this format:

Interested parties shall submit a capability statement addressing aptitude to provide services and demonstrate ability to meet requirements in the draft PWS. Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.

Proposals are due no later than July 16, 2026, by 10:00 am, EST. The work must be fully completed no later than August 30, 2026.

Payment will be made in one lump sum within thirty (30) consecutive days after acceptance of the work and the submission of notarized contractor's affidavit and four copies of invoices.

The contractor shall unconditionally guarantee materials and workmanship against defects for a period of twelve (12) months following the final acceptance of the work.

Carteret County Government reserves the right to award to multiple contractors deemed to be fully qualified and best suited among others submitting proposals on the basis of the evaluation factors included within this RFP.

Each contractor shall fill out the required information within this RFP and submit a certificate of insurance for liability and workers compensation in order for the proposal to be qualified.

For each day in excess of the completion date (August 30, 2026), the contractor shall pay the owner the amount of fifty dollars (****) as liquidated damages.

The contractor shall schedule a site visit with the county POC to familiarize themselves with the scope of work. It is understood and agreed that by submitting a bid that the contractor has visited the site of the work.

Failure to comply with any requirement may cause the proposal to be considered irregular and may be grounds for rejection. Failure to provide required bonds may be grounds for forfeiture of bid security and award to the next lowest responsible bidder.

Delivery is required within 30 days after contract award.

All items must include any manufacturers warranty information.

The award will be made on the basis of he lowest evaluated price of proposals meeting the acceptability standards for the specification requirements.

Offerors must meet he general standards of responsibility set forth in FAR **** and be actively registered in sam prior to award.

Offers or quotations received from vendors who are not actively registered in sam will not be considered.
