The City of Thornton is seeking consulting services to review its municipal court's operations and policies. The project aims to provide recommendations for short-term decision-making and long-term roadmap building. Thornton's standard payment terms are net thirty (30) calendar days after receipt of an invoice. All invoices should be emailed to ap. invoices@thorntonco. gov.
Any sample submitted shall create an express warranty that the whole of the goods and/or services shall conform to the sample submitted.
The firm selected for the award will be chosen on the basis of the apparent greatest operational and financial benefit to Thornton, and not necessarily on the basis of lowest price.
Proposals will be evaluated on the basis of qualifications, experience, and the applicability of the solutions offered to meet Thornton's needs.
Proposing vendors are required to furnish a sample of previous work/reports provided to other clients, which are to be supplied at no cost to Thornton.
The deadline to submit additional questions is July 31, 2026, at 11:00 p. m.
Failure to comply with requirements, such as not restating the question prior to answering, may result in the proposal being declared nonresponsive.
Thornton has a targeted budget for the awarded vendor's proposed solution of seventy-five thousand dollars ($75,****).
