This is a Request for Proposal (RFP) for the Baxter Family Housing Phase II Civil Construction project. The Cook Inlet Housing Authority (CIHA) is seeking proposals from responsible and responsive contractors. The scope of work includes civil and site development, including site preparation, backfill, surveying, utility locates, water and sewer service line extensions, concrete work, hardscape, asphalt paving, site lighting, road closures, and associated permits. The project also includes a CMU dumpster enclosure. The awarded contractor will be responsible for managing an existing Storm Water Pollution Prevention Plan (SWPPP). Landscaping is not included in this RFP and will be bid separately. The anticipated start date is July 1, 2026, with phased building completion dates through September 30, 2027. The civil work must be completed by June 15, 2027. Proposals must be submitted by April 13, 2026, at 2:00 PM. Preference will be given to minority and women-owned and Section 3 businesses. Federal Davis-Bacon wages are required. A bid bond of 5% is required. Payment and performance bonds of 100% will be required upon award. Questions are due by March 31, 2026. The contract will be awarded to the highest scoring proposer.
