Responses to this request for proposals shall be submitted by no later than 3:00 PM on Thursday, July 9, 2026.

The award will be made to the responsible applicant whose proposal is determined the most advantageous to the state, taking into consideration all the evaluation factors set forth in this RFP.

The applicant shall demonstrate a minimum of three 3 years of experience providing medicaid administrative claiming mac consulting, implementation, administration, or related services for state government agencies.

The notice of protest shall be postmarked by USPS or hand delivered within five working days of the postmark of the notice of findings and decision.

A proposal may be automatically rejected for failure to cooperate or deal in good faith, inadequate accounting system, late proposals, inadequate response to request for proposals, proposal not responsive, or applicant not responsible.

The anticipated contract start date is June 1, 2027.

Payment for curriculum development deliverables is 50% upon approval of draft materials and the remaining 50% upon final approval of finalized training materials. Penalties may apply for missed deadlines.

The award will be based on a composite score considering technical and cost evaluations.

Bidders must have two years of experience in curriculum development, training coordination, curriculum modification, and training delivery.

The department reserves the right to reduce payment by 5% for any curriculum development deliverable with missed deadlines, with an additional 5% deduction for every 30 days past the agreed-upon deadline.

Failure to meet minimum qualifications will result in a proposal being found nonresponsive and eliminated from consideration.

Work is anticipated to begin in early July 2026, with completion anticipated by September 30, 2026.

Terms are net forty-five (45) days, subject to any discounts for prompt payment. CIHA has implemented an electronic funds transfer (EFT) payment process.

Contractor warrants to owner that materials and equipment furnished under the contract will be of good quality and new unless otherwise required or permitted by the contract documents, that the work will be free from defects not inherent in the quality required or permitted, and that the work will conform to the requirements of the contract document. All applicable warranties shall begin on the date of substantial completion of the work, or of a designated portion thereof, or, where substantial completion does not apply, upon final payment, and shall continue for a duration of one (1) year thereafter.

Award of a firm, fixed-price contract for the specified work will be made in accordance with CIHA's procurement policies to the lowest priced, responsive and responsible bidder consistent with the terms of this ITB.

CIHA will award contracts only to responsible prospective contractors who have the ability to perform successfully under the proposed contract. CIHA will consider integrity, compliance with public policy, record of past performance, and financial and technical resources.

Bids received after the deadline will be rejected. Faxed bids will not be accepted. Failure by the bidder to provide additional information requested by CIHA shall render the bidder nonresponsible and ineligible for award.
