The tender requires offerors to be an agency or instrumentality of a foreign government or the federal government. Four types of organizations are allowed: sole proprietorship, partnership, corporate entity (tax-exempt and non-tax-exempt), and government entity (federal, state, or local). Offerors must certify that they do not conduct restricted business operations in Sudan, do not contract with inverted domestic corporations or subsidiaries, and do not export sensitive technology to Iran or engage in activities subject to sanctions under the Iran Sanctions Act. Offerors must also provide information about ownership and control, including immediate and highest-level owners. The tender also includes requirements regarding delinquent tax liability, felony convictions, and successor relationships. Public disclosure of greenhouse gas emissions and reduction goals is required for offerors receiving $7. 5 million or more in contract awards in the prior federal fiscal year. Offerors must not require employees or subcontractors to sign internal confidentiality agreements prohibiting reporting waste, fraud, or abuse. Offerors must review the list of excluded parties in the System for Award Management (SAM) for entities excluded from receiving federal awards for covered telecommunications equipment or services.
