This is a Request for Quotation (RFQ) for a 10-year Blanket Purchase Agreement (BPA) for bulk fuel (clear diesel and/or gasoline) for the San Luis National Wildlife Refuge (NWR) complex. The government intends to award multiple BPAs to responsible offerors. The offeror must be located within 60 miles of the delivery locations and demonstrate the ability to deliver within one day. The basis of award is technically acceptable and fair/reasonable price. Offers are due by May 22, 2024, at 08:00 AM EST. The government will evaluate quotes and award multiple BPAs without discussions with offerors, but reserves the right to conduct discussions if deemed necessary. The contractor must use the ipp website to register access and use ipp for submitting requests for payment. The contractor must comply with the written or oral direction of the contracting officer or authorized representatives acting within the scope and authority of the appointment memorandum. The contractor shall provide copies of all correspondence to the contracting officer and the cor. The contractor shall comply with the far clauses in this paragraph b that the contracting officer has indicated as being incorporated in this contract by reference to implement provisions of law or executive orders applicable to acquisitions of commercial products and commercial services. Review of past performance will be done via a cparsfapiis review, where a satisfactory or above rating will be accepted, and a lower than satisfactory rating will be reviewed on a casebycase basis to measure the risk of completion of the bpa call. No records will result in the contractor being considered neutral. Pricing for fuel will be compared to previous contract pricing and other bpa submissions for further determination of fair and reasonable.
