The National Park Service (NPS) seeks a contractor to prepare a historic context study on the modern historic preservation movement in the southeastern United States, focusing on organized, municipal, and district-scale preservation efforts from the early to mid-20th century. This study will inform National Historic Landmark (NHL) evaluations and updates. The performance period is 15 months from award. Key deliverables include an annotated outline, background history, identification of associated property types, guidance on physical characteristics and integrity, and a final historic context study report. The award will be on a best-value basis, with technical factors being more important than price. The contractor must meet professional qualification standards and disclose any use of generative AI tools. All documentation produced becomes the property of the NPS.
The work shall be completed no later than 15 months after the award. Specific deliverables have deadlines within this period, such as the annotated outline within 60 days of the orientation call and the final revised historic context study within 30 days of NPS comments.
Progress payments will be made based on acceptable invoices submitted according to a schedule tied to deliverable completion, with up to 100% of the total fee paid upon acceptance of the final historic context study and documentation.
The project will be awarded on a best-value basis, with technical factors being more important than price. Technical factors include understanding of the requirement, technical approach, professional experience of key personnel, management capabilities, and demonstrated past performance.
The contractor and key team members must meet the professional qualification standards specified in 36 CFR Appendix A and the intent of section 112(a)(1) of the National Historic Preservation Act. All deliverables shall be prepared and reviewed by a professional historian meeting the Secretary of the Interior's professional qualification standards.
Documents not displaying academic excellence, professional quality, and technical accuracy will not be accepted. Generative AI tools shall not be used to generate historical analysis, research findings, citations, archival references, or interpretive conclusions.
