This is an Invitation for Bid (IFB) for the Kekaha Bridge 108 Replacement project in Kekaha, Kauai, Hawaii. Bids are due electronically via HIEPRO by June 12, 2026, at 4:00 PM. A voluntary but highly recommended pre-bid site visit will be held on May 29, 2026. Bidders must possess a valid State of Hawaii General Engineering A license. The contract duration is 120 calendar days from the notice to proceed. The estimated cost of the scope of work is $1,500,**** will be made to the responsive, responsible bidder submitting the lowest total base bid, subject to fund availability. Bidders must be compliant with Hawaii laws regarding business registration, taxes, unemployment insurance, workers' compensation, temporary disability insurance, and prepaid healthcare. Compliance will be verified through Hawaii Compliance Express (HCE). Questions regarding the solicitation must be submitted via HIEPRO by June 2, 2026. Protests must be submitted in writing within five working days after the aggrieved person knows or should have known of the facts giving rise to the protest, and prior to the bid opening date for protests based on solicitation content. Liquidated damages are fixed at **** per calendar day for delays.
The bid must be submitted electronically via HIEPRO before 4:00 PM on Friday, June 12, 2026.
The state shall have thirty 30 calendar days after receipt of invoice or satisfactory delivery of goods or performance of the services to make payment. The state will reject any bid submitted with a condition requiring payment within a shorter period or interest payments greater than allowed by statute.
Award, if made, shall be to the responsive, responsible bidder submitting the lowest total base bid.
To be eligible for award, bidders must possess a valid State of Hawaii General Engineering A license at the time of bidding.
Liquidated damages are fixed at the sum of two hundred dollars (****) for each and every calendar day the contractor delays the completion of this contract after the required date of said completion.
A voluntary, but highly recommended, pre-bid site visit will be held on Friday, May 29, 2026, at 10:00 AM.
Protests based upon the content of the solicitation shall be submitted in writing within five 5 working days after the aggrieved person knows or should have known of the facts giving rise thereto, provided further that the protest shall not be considered unless it is submitted in writing prior to the bid opening date.
Failure to submit compliance documents on a timely basis may result in an otherwise responsive offer from a responsible bidder not receiving the award. Failure of any bidder to receive any addendum or interpretation shall not relieve such bidder from an obligation under his bid submitted.
