The project consultant contract closeout is scheduled for May 2027, with the code adoption effective date (NPDES deadline) on June 30, 2027. The qualifications are due by 2:00 PM on June 23rd, 2026.

Submittals will be evaluated and ranked based on quality of previous performance (20 points), ability to meet schedule (20 points), experience of key personnel (40 points), cost (3 points), and minority women owned business (3 points).

A minimum of five years of demonstrated successful experience in providing stormwater code amendments and recommendations for compliance with NPDES permit requirements for a city or county similar in size to the City of Sammamish is required. Experience developing stormwater code updates, training, and presenting to the public and governing bodies, specific to municipal stormwater services is desired.

Any individual or firm failing to submit information in accordance with the procedures set forth in this RFQ may be subject to disqualification. Unauthorized contact regarding this RFQ with other City employees may result in disqualification from consideration.

The city makes payments through electronic transfers. The successful proposer will be asked to complete an ACH direct payment authorization form. Invoices are submitted monthly and may take up to 30 days for processing.

Firms will be evaluated based on their exhibited understanding and familiarity with the project issues as demonstrated by the firms unique perspective and presentation on the proposed strategies, approach, team structure, experience/expertise, and schedule. Specific criteria include experience of firm (25 points), experience of personnel (55 points), and project approach (15 points).

Proposals will be considered only from firms or individuals who are firmly established in an appropriate business, who are financially responsible, and who have the resources and ability to offer services in a professional and expedient manner. Key personnel must demonstrate familiarity with costs in the Denver metro area.
