Proposals are due by 2 p. m. Hawaii Standard Time on July 15, 2026. The contract period is 12 months beginning on the date specified on the notice to proceed, with potential for extensions.

The state shall have thirty (30) calendar days after receipt of invoice or satisfactory completion of projects to make payment. Offers requiring payment within a shorter period or interest payments greater than allowed by HRS **** will be rejected. A 0. 75% transaction fee to Hawaii Information Consortium, LLC dba NIC Hawaii applies to awards made in HIEPRO.

Award shall be made to the responsible offeror whose proposal is determined the most advantageous to the state of Hawaii, taking into consideration price and the other evaluation factors: Management Approach (50 points), Past Performance (30 points), and Price (20 points).

Offerors must be based and incorporated in the State of Hawaii, have experience managing contracts and independent contractors, be compliant with HRS ****, and have extensive experience in supporting arts and arts education in Hawaii.

Failure to comply with wage, hour, and working condition requirements may result in contract cancellation. Failure to provide and keep in force required insurance shall be regarded as material default.

A protest shall be submitted in writing within five (5) working days after the aggrieved person knows or should have known of the facts giving rise thereto. A protest of an award or proposed award shall be submitted within five (5) working days after the posting of award or, if requested, within five (5) working days after the procurement officer's debriefing was completed.

Proposals not conforming to RFP requirements will be eliminated. Failure to register on HCE in a timely manner or provide required compliance documents may result in disqualification. Submitting more than one proposal may lead to dismissal.

The AITS budget allocation is $697,****.

The evaluation criteria include pricing, response to vendor questions and requirements, other required submittals, and qualified, responsible, responsive vendors. Vendors may be required to submit satisfactory evidence of practical knowledge of the work and necessary financial resources. vendors may be required to submit satisfactory evidence thatthey have a practical knowledge of the particular work bid upon and that they have the necessary financialresources to perform and complete the work outlined in this invitation.

Failure to register with Bidnet may result in a proposal being considered nonresponsive. Alterations, erasures, or interlineations in the proposal may cause rejection. vendors who do not register may be considered nonresponsive.
