The entire project must be fully completed within 5 working days. The bid submission deadline is May 26, 2026, at 5 PM.

A purchase order will be issued to the responsible contractor who provides the lowest, most responsive bid in accordance with the HACN procurement policy. The following factors will be given consideration: number of current, pending projects, previous projects completed on time, and quality of work on previous projects.

To be considered a responsive responsible bidder, the mandatory bid response sheet must be fully completed. Indian preference will be given only to bidders who provide proof of current certification from the Cherokee Nation Tribal Employment Office (TERO). Proof of TERO certification must be included with the bid or provided within three 3 days.

No contracts/purchase orders shall be awarded to debarred, suspended, or ineligible contractors. The responding party certifies to the best of its knowledge and belief that the person, the firm, or any of its principals are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any federal agency or Indian tribe.

The required delivery date (RDD) is acceptance 7 days after award, and the period of performance (POP) will be for one base year, from May 22, 2026, to May 21, 2027.

Award will be made using the lowest price, technically acceptable source selection process.

Quotes received after the stated time and date will not be accepted or evaluated.

The bid deadline for submission of proposals is June 18, 2026, at 12:00 PM. The bid opening is scheduled for June 19, 2026, at 10:00 AM. The bid notice states, The district is seeking bids for office instructional supplies for warehouse stock and nonwarehouse stock items bid ****, in accordance with instructions, conditions, and specifications now on file in the purchasing department of said school district.

The bid notice states, Unless otherwise specified in writing, each month within thirty 30 days after receipt by the District and an undisputed, properly submitted payment request from bidder, shall be paid for work performed and for equipment delivered to the site and inspected and approved by District.

The bid notice states, Bidder warrants that all products shall be free from defects and be suitable for the use stated in the bid documents. District shall give Bidder written notice after discovery of any defective product. Bidder shall correct any such defective product, and provide replacement, or reimbursement, at its sole expense, in a manner approved by the District.

The award of the contract will be made on a line-by-line item basis to the lowest responsive and responsible bidders. The district reserves the right to reject any or all bids, or to waive any irregularities or informalities. The bid notice states, In selecting the lowest responsive and responsible bidder, consideration will be given not only to the financial standing but also to the general competency of the bidder for the performance of the bid. By submitting a bid, each bidder agrees that the district, in determining the successful bidder and its eligibility for the award, may consider the bidders experience and facilities, conduct and performance under other contracts, financial condition, reputation in the industry, and other factors which could affect the bidders performance of the contract.

The bid notice mentions penalties related to a drug-free workplace: Failure to abide with the conditions set forth in the drugfree workplace act could result in penalties including termination of the agreement or suspension of payment thereunder. It also states regarding termination for default: he contractor shall be liable for any excess costs of acquisitions of such similar supplies.

The bid notice does not mention a mandatory site visit. It states, at its own expense and prior to submitting its bid, each bidder shall examine all bid documents visit the sites and determine the local conditions which may in any way affect the performance of the work. This implies an optional examination of sites rather than a mandatory visit.

The bid notice states, Samples may be requested before an award is made. If bidder wishes to request a substitution for the items specified, a sample must be submitted to the district by June 1, 2026.

The state of Delaware will require a payment schedule based on defined and measurable milestones. Payments for services will not be made in advance of work performed. The state may require holdback of contract monies until acceptable performance is demonstrated, up to 25%.

The vendor will provide a warranty that the deliverables provided pursuant to the contract will function as designed for a period of no less than one year from the date of system acceptance. The warranty shall require the vendor to correct, at its own expense, the setup, configuration, customizations or modifications so that it functions according to the state's requirements.

The contract will be awarded to the vendor whose proposal is most advantageous to the State of Delaware, taking into consideration the evaluation factors set forth in the RFP, which include qualifications of the vendor, methodology proposed, responses to the scope of work, ability to recruit, hire, schedule, and train qualified applicants, and evaluation of costs.

Vendors must provide Delaware licenses and/or certifications necessary to perform services, complete all appropriate attachments and forms, and provide proof of insurance. The proposal evaluation team will assess the qualifications of the vendor, including administrative oversight, past experience, and quality assurance programs.

The State of Delaware may include in the final contract liquidated damages provisions for nonperformance. Failure to comply with mandatory requirements, such as reporting, may result in corrective action, up to and including contract cancellation.

A pre-bid meeting has not been established for this request for proposal, and there is no mention of a mandatory site visit requirement for bidders.

There is no requirement for sample submission mentioned in the RFP.

Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, at least ten calendar days prior to the time set for opening of the proposals.

The RFP does not provide a total estimated monetary value for the entire project, but it does mention estimated funding for Year 1: $100,000 for YRBS/Profiles surveys and $62,000 for the YTS survey.
