Kane County is soliciting proposals for comprehensive job readiness or career services for WIOA adult disability services participants. Proposals are due electronically by July 24, 2026, at 10:00 AM. The contract period is expected to be ten months, starting September 1, 2026. Services must comply with WIOA regulations and focus on individuals with disabilities. Successful proposers will enter into cost-reimbursement subrecipient contracts. Evaluation criteria include experience, project design, and budget.
Proposals must be uploaded electronically through Bidnet Direct prior to the due date and time: Friday, July 24, 2026, at 10:00 a. m. CST.
The payment terms for this contract will be made on a monthly basis by the County of Kane. The county requests all payments be made via direct deposit through an Automated Clearing House (ACH).
Vendor expressly warrants that all goods and services will conform to specifications and be fit for the purpose intended, merchantable, of good material and workmanship. These warranties shall survive acceptance.
Proposals will be evaluated based on experience, qualifications, organizational capacity, local knowledge (30%), effectiveness and efficiency of project design and implementation plan (40%), and proposed budget, cost effectiveness, and value (30%).
Respondents must demonstrate organizational capacity to deliver WIOA services, experience and qualifications of key staff, and familiarity with WIOA and federally funded programs. They must also be registered in the federal System for Award Management (SAM).
Penalties for knowingly violating disclosure requirements may result in immediate cancellation of the contract and possible disbarment from future county contracts. Failure to comply with the responsible bidder ordinance may result in a determination that the contractor is not a responsible bidder.
Proposals may be summarily rejected if they fail to furnish all information or certificates required. Any exceptions submitted may render the submission nonresponsive. Entities debarred, suspended, or having unpaid federal tax liabilities are ineligible.
