Answer Government Bids & RFPs

The RFP responses are due by April 27, 2026, at 4:30 PM ET. The State will make no attempt to contact interested parties with updated information; it is the responsibility of each bidder to periodically check the webpage for any notifications, releases, and addendums.

Awards will be made in the best interest of the State, considering project approach and methodology, qualifications and experience, ability to provide services within the timeline, cost, and success in completing similar projects. Preference will be given to resident bidders and then to bidders promoting clean energy.

Proposing contractors must have been in the business of performing energy audits for at least three years and have successfully completed 15 ASHRAE Level II or equivalent energy audits. Qualifications information, including resumes of key personnel and relevant experience, shall not exceed 10 pages.

Contractors shall submit a sample report that clearly demonstrates their ability to meet the goals and objectives stated in this RFP.

Questions must be submitted in writing no later than April 14, 2026, 4:30 PM EST. Questions not raised in writing by this deadline are waived.

The sealed responses must be received at the office of the Director of Finance by 11:00 a. m. EST on Thursday, April 02, 2026. Responses received after this date and time will not be considered.

Responses will be evaluated and scored based on commission structure (40 points), experience and qualifications (40 points), and key personnel and resources (20 points). The contract will be awarded to the agency whose proposal is determined to be in the best interest of the town.

Agencies must be Connecticut licensed professional real estate agencies with a minimum of five years of previous experience with proven effectiveness in pertinent real estate experience. They must demonstrate the capacity to handle real estate of different types and experience in assisting similar entities, including government agencies. A brief resume for each key person and at least three references are required.

Any violation of the terms, conditions, requirements and/or nonperformance of the agreement resulting from this RFQ/P shall result in immediate cancellation.

Questions concerning this RFQ/P should be emailed on or before 4:00 p. m. EST on Thursday, March 19, 2026.

The bid notice states that the primary factor when selecting a bidder is a multifactor determination process, which will be a combination of price, bidder reputation, experience, and past similar work completed.

The equipment shall be delivered within six months of award.

The contractor shall warrant all supplies furnished under this award against any defects in design, material, or manufacture for a period of at least twelve 12 months from date of final installation of all equipment and associated items provided under, or as part of this award.
