The Lower Rio Grande Valley Development Council (LRGVD) is seeking proposals for landscaping and grounds maintenance services. Bidders must comply with all applicable licensing, insurance, and bonding requirements. The contract anticipates an initial one-year term, potentially renewable for up to four additional one-year periods. All proposals must include specific attachments and certifications. The evaluation criteria include price proposal, experience and qualifications, approach and work plan, and compliance. The LRGVD reserves the right to reject any or all proposals.
All invoices are payable within thirty 30 calendar days after LRGVD's receipt of a properly submitted invoice and verification that the services have been satisfactorily delivered in accordance with the contract requirements. Invoices must be itemized, reference the applicable locations and service period, and include any supporting documentation required by LRGVD. LRGVD reserves the right to withhold payment for services not performed in compliance with contract specifications, incomplete work, or services rendered unsatisfactorily, until such deficiencies are corrected to LRGVD's satisfaction.
The contractor warrants that all services provided under this contract shall be performed in a professional, workmanlike manner consistent with industry standards for lawn care and landscaping services. The contractor further warrants that all labor, materials, equipment, and methods used in the performance of services shall be free from defects and shall conform to the specifications and requirements set forth in this RFP and the executed contract. If services are found to be deficient, incomplete, or otherwise not in compliance, the contractor shall, at no additional cost to LRGVD, promptly reperform or correct the services to the satisfaction of the LRGVD.
Proposals will be evaluated in accordance with applicable state of Texas procurement regulations and the criteria outlined herein. The LRGVD reserves the right, in its sole discretion, to award a contract if any to the proposer whose submission is determined, through the evaluation process, to be the most advantageous to the LRGVD and consistent with applicable state and federal law.
Respondents must demonstrate a minimum of three 3 years of verifiable, successful experience in providing lawn and landscape maintenance services for properties of comparable size, scope, and complexity. Relevant experience may include, but is not limited to, grounds maintenance for governmental facilities, commercial campuses, educational institutions, or other large multisite properties. Proposals must include at least three 3 client references for comparable projects completed within the last five 5 years, detailing scope of work, property type, acreage maintained, and performance outcomes.
Failure to perform services in a timely or satisfactory manner may result in corrective action, including but not limited to: written notice of deficiency and requirement for corrective action. withholding or reduction of payment until deficiencies are corrected. termination of the contract for repeated or unresolved nonperformance.
