The period of performance shall be for 1 year, from 17 August 2026 to 16 August 2027.

Contractor personnel must have a Confidential clearance at the time of proposal submission and maintain it for the life of the contract. Contractor must also possess a Confidential facility clearance. Employees must be US citizens or authorized to work in the US. Personnel must be able to communicate fluently in English.

The contractor shall be liable for all fines, penalties, and costs resulting from violations of environmental and occupational safety laws. Unsafe acts or conditions may result in halting contractor performance with a deduction of monies due.

Failure to provide required security documentation may delay employee start dates. Fraudulent manipulation of the database will be cause for termination. Misconduct or security reasons may lead to removal of an employee from the job site.

Bids must be received by 2:00 p. m. local time on August 19, 2026. Late bids will neither be considered nor returned.

Vendors are advised that a minimum of thirty (30) days is required to process invoices for payment when the invoicing instructions herein are followed. Payments due to the county shall be made by the 10th of the month following the invoice period.

Contractor warrants to Knox County that all items delivered and all services rendered shall conform to the specifications, drawings, bid and/or other descriptions furnished and/or incorporated by reference, and will be fit for the particular purpose purchased, of merchantable quality, good workmanship, and free from defects.

This bid will be evaluated using the following criteria: Price 80 points, Metal materials accepted 10 points, Equipment, capabilities, hours, and locations 10 points.

Bidders must be registered with the procurement division prior to submitting their bid. Vendors must also furnish satisfactory evidence of their ability to furnish products or services in accordance with the terms and conditions of these specifications.

Knox County reserves the right, in case of vendor default, to procure the articles or services from other sources and hold the defaulting vendor responsible for any excess costs occasioned thereby. Should vendor default be due to a failure to perform or because of a request for a price increase, Knox County reserves the right to remove the vendor from the county's bidders list for twenty-four (24) months.

A non-mandatory prebid conference will be held on August 4, 2026, beginning promptly at 10:00 a. m. local time in the procurement division conference room.

Any protest or question regarding the specifications or bid procedures must be received in the procurement division no later than 4:30 p. m. local time on August 5, 2026.

Failure to comply with any declarative statement (must, shall, will) may result in their bid being nonresponsive and disqualified. Unauthorized contact with Knox County representatives other than the procurement division representative may cause disqualification.

Quotes will be due approximately 30 days after the RFQ is posted, specifically by the date and time specified in block 8 of the Standard Form **** or in the most recent amendment SF30.

The government will consider each company's technical capability in comparison to its price and award to the firm whose quote represents the best value.

Prospective quoters must visit sam. gov periodically to check for amendments and other changes to the contract documents. All eligible responsible sources may submit a quote which shall be considered by the National Park Service, however quoters who have not established and or maintained an active registration at www. ***. *. * prior to the offer due date and time will be considered either ineligible or non responsive and will not be considered for award.

A group site visit is scheduled at 1:00 pm on 7/8/26. Attendance at the site visit is strongly encouraged not mandatory. Requests for individual site visits will not be honored.

Questions will be accepted until 9:00 am PT on 7/20/26.

Quoters who have not established and or maintained an active registration at www. ***. *. * prior to the offer due date and time will be considered either ineligible or non responsive and will not be considered for award.

Proposals are due on 9/14/2026 no later than 3:00 PM EST.

The contractor will be compensated based on a processing fee per ton of MSW and a revenue-sharing arrangement for recovered commodities. Payment will be made monthly, within 30 days after the county's receipt and acceptance of an invoice.

The award will be based on a best value determination, considering technical approach, operational reliability, diversion performance, implementation plan, qualifications, financial capacity, price, local business preference, and MFD participation.

Contractors must demonstrate experience in providing similar services, have qualified key personnel, and possess strong financial capacity. Environmental compliance history will also be considered.

The contractor is responsible for payment of penalties or fines assessed by regulatory agencies for non-compliance. Failure to maintain the processing system may result in corrective measures by the county, with costs recovered from the contractor.

A site tour of the transfer station is scheduled for August 14, 2026, at 1:00 PM EST. It is highly recommended that all proposers attend. Appropriate attire is required for safety.

Protests must be delivered to the Director, Office of Procurement, within ten (10) days after the public posting of the proposed contract award, or before the proposal submission due date and time if seeking cancellation or amendment of the solicitation.

Failure to comply with directives, such as contacting evaluation committee members, may result in disqualification. Not being in good standing with the State of Maryland SDAT may also lead to disqualification.
