The scope of services includes strengthening infrastructure, workforce, and community partnerships for prevention, treatment, and recovery supports. Vendors must provide Delaware licenses/certifications, proof of insurance, and complete all required attachments. The award will be based on the most advantageous proposal, considering experience, capacity, program design, and sustainability/pricing. Vendors are responsible for all proposal costs. Prices quoted must remain valid until September 30, 2027. No bid bond or performance bond is required.

Payments for services will not be made in advance of work performed. The state may require holdback of contract monies until acceptable performance is demonstrated, up to 25%.
The vendor will provide a warranty that the deliverables will function as designed for a period of no less than one year from the date of system acceptance.
The contract will be awarded to the vendor whose proposal is most advantageous, taking into consideration the evaluation factors set forth in the RFP. The contract will be awarded to the vendor whose proposal is the most advantageous to the state of Delaware.
Vendors must provide Delaware licenses and/or certifications necessary to perform services and proof of state of Delaware business licensure or initiate the process of application.
The state of delaware may include in the final contract liquidated damages provisions for nonperformance.

Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, at least ten 10 calendar days prior to the time set for opening of the proposals.
Vendors may be disqualified for submitting nonconforming proposals, failing to respond to requests for information, or for certain criminal convictions or contract violations.
