This Request for Proposals (RFP) is issued by the Housing Authority City of Pittsburgh (HACP) on behalf of its affiliated nonprofit organization, Clean Slate E3, for Outofschool Time (OST) programs. Act 33/34 clearances are mandatory for employees working directly with children. Awarded organizations will receive an initial one-year contract, with extensions based on performance and funding availability. The RFP outlines general requirements for offerors, including financial soundness, good standing with relevant authorities, and necessary insurance. It also details the content of the response document, including general information, previous experience, proposed staffing, methodology, representations, certifications, and a Minority and Women Business Enterprise (MBE/WBE) participation plan with a goal of 18% for MBE and 7% for WBE. Proposals will be evaluated based on experience, capacity, proposed fee, methodology, and MBE/WBE participation. A presubmission conference will be held via Zoom on April 7, 2026. Amendments to the solicitation will be communicated via addendum. The contract term may be limited to three months for summer programming initiatives.
