This is a combined synopsis solicitation for commercial items to replace equipment in two walk-in freezers at the USDA-ARS EIDMRU lab in Marshfield, WI. The project includes demo of existing refrigeration equipment and installation of new scroll-type condensing units, evaporator coils, valves, and control panels. A minimum 90-day warranty on materials, equipment, and workmanship is required. The work must be conducted during normal business hours, and contractors must notify USDA technical POCs at least one week before anticipated start. The site of this work is at the USDA-ARS EIDMRU lab and office located at **** Yellowstone Drive, Marshfield, WI **** order for the orderly change over of the 2 freezers being repaired, the vendor must complete the work on 1 freezer at a time to allow the freezer contents to be moved into the operational freezer. When the 1st freezer work is completed and functional, the freezer contents will then be moved into the completed freezer to allow work on the 2nd freezer. All work at the site must be conducted during normal business hours of 7am and 5pm Monday through Friday unless scheduled in advance with facility staff. Contractors must notify the USDA technical POCs, annotated in contract award, at least 1 week before anticipated start of the package implementation to ensure the plans work with the staffs schedule, and coordinate work schedules around other building projects.

Award will be made to the offeror representing the best value to the government. Award will be made to the offeror whose proposal is determined to be the highest technically rated, provided that the proposed price is fair and reasonable, and past performance is assessed as acceptable or neutral. Award will not necessarily be made to the lowest priced offeror. Tradeoffs will not be conducted.
