The period of performance shall be upon receipt of award to 365 days after award.

Factor 1 technical capability and factor 2 experience are more important than factor 3 past performance. All nonprice factors are more important than factor 4 price.

The vendor must be registered in the System for Award Management (SAM. gov) to be eligible for award. Proposals must demonstrate sufficient detail for the government to evaluate the vendor's understanding of the SOW and their expertise and qualified resources. For subcontractors, evidence of SBA or SAM registration is required to demonstrate they are similarly situated entities or that the prime will perform more than 50 percent of the work.
