The project involves the design,
build, and restoration of a spring system, including dam decommissioning, outflow channel reconstruction, irrigation infrastructure removal, and visitor access improvements. The project area is located at the Ash Meadows National Wildlife Refuge in Nye County, Nevada. The period of performance is 3 years and 5 months from the Notice to Proceed (NTP) date, with an anticipated NTP date 30 days after contract award. The
contractor is responsible for all permitting, including environmental, cultural resource, and utility permits. The
contractor must coordinate with the refuge manager and project leader for a proposed construction work window. Normal business hours for the refuge are Monday through Friday, 7:00 AM to 5:00 PM. Limited accommodation to an alternate schedule may be possible with coordination. The
contractor is responsible for site cleanup and waste management. The
contractor must provide a preliminary project schedule for review and approval prior to the preconstruction meeting. The
contractor must submit SF **** for each subcontractor within 14 days of contract award. The
contractor must obtain written approval from the SBA and contracting officer prior to any subcontracting. The
contractor must update the schedule every two weeks. The
contractor must provide a project manager or project superintendent onsite at all times. USFW operations have precedence over construction activities. The
contractor must effectively secure the worksite, staging areas, and material storage areas. The
contractor is responsible for health and safety on the worksite. The
contractor must provide barricades and warning devices as necessary to safeguard the public, workers, and government personnel. The
contractor must provide a quality assurance/quality control plan. The
contractor must provide electronic submittals indicating professional engineer of record and
contractor approval. The
contractor must direct contracting-related inquiries in writing or electronically to the contracting officer (CO) and technical-related inquiries to the contracting officer's representative (COR). A project kickoff meeting will be held after contract award. The
contractor must submit a schedule of values and a master submittal list. The
contractor must provide a site-specific safety plan, job hazard analysis (JHA), and health and safety plan (HSP). The
contractor must provide testing agency qualifications, permits, licenses, and certificates. The
contractor must provide a dewatering plan. The
contractor must provide a demolition and construction schedule, updating reports, daily construction reports, site condition reports, and qualification data. The
contractor must provide a quality control plan (QCP). The
contractor must provide a site utilization plan and project identification and temporary signs. The
contractor must provide product substitution requests if applicable. The
contractor must provide certificates, landfill receipts, certified surveys, and final property surveys where required. The
contractor must provide proposed protection measures and a schedule of selective demolition activities. The
contractor must provide a demolition, recycling, and disposal plan, recycling and processing facility records, landfill and incinerator disposal records. The
contractor must provide a written spill prevention and response procedure. The
contractor must provide toxic and hazardous materials storage, application, and disposal procedures. The
contractor must provide a construction plan. The
contractor must provide product literature, product data, material safety data sheets (MSDS), and product material certifications for proposed new materials and products. The
contractor must provide a list of incomplete items, certified list of incomplete items, certificates of release, certificate of insurance for continuing coverage, and a schedule of maintenance material items. The
