Proposals are sought for a Street Outreach Program in Ulster County, providing harm reduction and supportive services to individuals using opioids and other drugs. The program aims to reduce overdoses and fatalities. Services include direct intervention, harm reduction education, syringe exchange access, naloxone distribution, case management, and transportation to treatment. The contract period is one year with an option to renew for two additional years. Proposals are due by July 31, 2026. Each responder shall provide a statement of qualifications, including company history, professional qualifications, prior experience, demonstrated capabilities, fiscal solvency, management structure, and ability to recruit and retain staff. Responders must provide at least three references for similar projects. Each responder shall provide a statement of qualifications as required by these specifications.
The county may terminate the agreement for the firm's failure to comply with the county's compliance plan. Penalties may also apply for violations of the New York State Labor Law. The county may terminate this agreement, in whole or in part, at any time for firms failure to comply with the countys compliance plan.

Proposals may be rejected if the responder fails to comply with pre-qualification regulations, has previously failed to complete contracts, performed unsatisfactory work, or is already obligated for other work that would cause delays. Proposals received from responders who have previously failed to complete contracts within the time required, or who have previously performed similar work in an unsatisfactory manner, may be rejected.
