Lot 1: Market Decorator Services for KY Crafted Market Event Description: The Kentucky Arts Council is requesting contract decorator services for The Kentucky Crafted Market. The Kentucky Crafted Market is the only state sponsored retail/wholesale show of its kind in the nation. Now in its 43rd year, the show will host nearly 150 exhibitors of fine art, crafts, music, movies and food at the Alltech Arena March 6- 8, 2026. Nearly 10, 000 visitors will experience the best that Kentucky has to offer. Decorator services will be needed March 3- 8 to fulfill exhibitor and show producer decorator needs. Breakdown of materials required for event can be seen on Attachment C Bid Price Sheet. ADDITIONAL SCOPE OF WORK: - Provide an online portal for exhibitors to order booth electric service, booth furniture and additional items prior to the show - On site meeting( s) with show producer prior to move- in - Provide signage printing services per request - Provide all electrical needs and equipment to the event producer on the main level ( concourse) - Provide all electrical needs and equipment for up to ( 165) exhibitors on the main level; 5 to 20amp electrical drops, 3- way adapters, power strips, spider boxes and extension cords - Provide all electrical needs and equipment for event programming on the lower level ( arena floor); 5 to 50amp electrical drops, 3- way adapters, power strips, spider boxes and extension cords - Provide decorator services in executive suites overlooking arena - Move- in and setup begins 8am, March 3 - Meet with venue electrician 8am, March 4 to determine ceiling drops in North exhibit hall - Meet with Fire Marshall 8am, March 5 to go over electric setup - Service desk on site 10am- 5pm, March 5 and 8am- 10am, March 6 - Provide limited staff during show hours for trouble shooting. 8am- 5pm, March 6; 9am- 5pm, March 7; 10am- 4pm, March 8 - Move- out begins 4pm, March 8, with completion by 8pm same day

Lot 3: Special duties and Requirements for Security Guards and their Supervisors: Security Guards must be thoroughly familiar with and trained on rules, regulations, and procedures for security operations. Activities will include, but not be limited to: crowd control and security of State Fair monetary receipts, protection of property of exhibitors and the safety of the general public. They must be physically able and mentally alert to perform their duties. They must have a high school diploma or general equivalency diploma ( GED). Previous law enforcement and/or military experience is preferred. They shall be able to read and understand complex instructions and perform their duties and responsibilities under pressure. All Security Guards must be at least twenty- one ( 21) years of age unless specifically approved in writing by the Security Coordinator of the Kentucky State Fair Board. Security Guards assigned to the KEC, should have a minimum of two ( 2) years experience in security officer services for similar size events. Successful bidders must be able to supply a minimum of thirty ( 30) qualified security guards and a minimum of three ( 3) qualified security guard supervisors at any one time. The successful bidders will be required to submit to KEC, for approval, the names and experience of all supervisory personnel to be assigned to KEC. This list must be submitted within thirty ( 30) days from the date the contract is awarded. The vendor must keep the Kentucky Exposition Center ( KEC) security coordinator informed at all times of the name of the supervisor in charge of their force. Any problems, which develop, are to be reported immediately to the KEC Security Coordinator by the supervisor.

Lot 1: Special Duties and Requirements for Traffic Directors and their Supervisors: Traffic Directors must be thoroughly familiar with and trained on rules, regulations, and procedures for traffic direction. Will be used at the Gates directing vehicles into the appropriate lanes to speed up the traffic flow. Also will be used in directing traffic, on the property to outlying parking lots as needed. The vast majority of service will be provided under impact situations. An impact parking situation is one in which a heavy volume of vehicular traffic is entering or simultaneously entering and exiting the facility in a short period of time. All Traffic Directors must be at least Eighteen ( 18) years of age unless specifically approved in writing by the Security Coordinator of the Kentucky State Fair Board. Successful bidders must be able to supply a minimum of thirty ( 30) qualified Traffic Directors and a minimum of three ( 3) qualified traffic director supervisors at any one time.
