Delivery should take place on or before September 30, 2026.

Payment will be made upon full and faithful performance, acceptance of materials/work, and receipt of vendor invoices. All public contracts are executory only to the extent of the monies appropriated and available for the purpose of such contracts.

All goods and equipment must be accompanied by the manufacturer's standard warranty. At a minimum, the warranty must cover defects in materials and workmanship for a period of not less than 1 year from the date of delivery or installation. A 3-year frame warranty and a one-year parts and labor warranty are also specified.

Award will be made in whole to one vendor based on the estimated quantities shown, to the lowest responsive and responsible bidder.

Bidders must submit a properly completed bid form with certification, non-collusion certification, certification of no conflict of interest, Iranian divestment certification, prevention of sexual harassment certification, and a completed Form W9. If applicable, minority and women-owned business enterprise (MWBE) and EEO utilization plan must be included.

Failure to deliver as specified may result in termination of the contract and disqualification from future contracts for at least two years. In case of default by the bidder holding a contract arising from this solicitation, county may procure the work. . . from other sources, without notice, and may hold such bidder responsible for any excess cost related to such procurement.

Samples are required to be furnished by the bidder at the request of the purchasing director, at no cost to the county. Samples may be retained for the life of the contract.

Protests of companies, products, or services must be made within 3 days of bid opening, in writing, to the director of the division of purchase.

Bids lacking bid security at the time of opening, when required, will not be eligible for award. Failure to provide proof of warranty may result in disqualification. Failure to comply with laws and regulations can lead to remedies for breach of agreement.

The period of performance extension is for 2 years and 8 months.

Responsible sources may submit a capability statement which shall be considered by the agency.

Capability statements must be received by the response date and time of this notice.

Awarding completion of the requirement to another source would result in substantial duplication of cost to the government that is not expected to be recovered through competition and create unacceptable delays in fulfilling the agency's requirement.
