The anticipated contract start date is September 2026.

Payment will be made in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and describe work completed. Payment is made after satisfactory performance is acknowledged.

Awards will be made to the bidder who provides the best value to the state, considering meeting requirements, ability to meet performance delivery, and price.

Bidders must have a minimum of three years of relevant experience and provide at least three verifiable references for similar services within the last 3 years.

Failure to comply with sole point of contact rules, submitting exceptions, not meeting minimum requirements, or failing to submit required documentation may result in disqualification.

The historical spend for the same or similar services was $23,**** for a one-year period.

To protest a solicitation, you must submit a protest within fifteen days of the date the applicable solicitation document is issued. To protest an award, you must i submit notice of your intent to protest within five business days of the date the award notice is posted, and ii submit your actual protest within fifteen days of the date the award notice is posted.

The period of performance for the base year is from 09/20/2026 to 09/19/2027.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). The contract incorporates FAR clause ****, Contract Terms and Conditions—Commercial Items, which includes prompt payment terms.

Award shall be made to the responsible vendor whose quote is determined to be the most advantageous to the government, with appropriate consideration given to the evaluation factors. Non-price factors and the price factor hold equal importance.

Offerors shall submit verifiable evidence of an active FedRAMP Moderate authorization for the proposed SaaS platform. Vendors must demonstrate successful past performance and experience delivering a FedRAMP Moderate authorized application for recreation permitting transaction platforms.

Questions concerning the solicitation must be submitted by Wednesday, July 1, 2026, 12 PM EST.

Late submissions, modifications, revisions, and withdrawals of quotes may not be considered if received after the specified time.

Bid submissions are due by August 11, 2026, on the BidBuy posting.

Pricing is submitted as a percentage of gross receipts to be paid into a reserve account annually. IDNR anticipates a minimum reserve payment of 10% of gross receipts for the first year.

The state will award to the highest priced responsive and responsible bidder whose bid meets the specified criteria.

Bidders must be responsible, meaning they have the capability, integrity, and reliability to perform the contract. This includes submitting required documents like vendor disclosures and utilization plans.

A mandatory pre-submission conference will be held on July 28, 2026, at the restaurant concession building in Cave-in-Rock State Park. If attendance is mandatory, bidder current contractor included will be disqualified and considered nonresponsive if bidder does not attend, is not on time, leaves early, or fails to sign the attendance sheet.

Protests must be received by the protest review office no later than fourteen (14) days after the solicitation or related addendum was posted, or fourteen (14) days after the protesting party knows or should have known of the facts giving rise to the protest for rejection of proposals or awards.

Failure to submit required documents, such as vendor disclosures or utilization plans, will render the bid nonresponsive. Not attending the mandatory pre-submission conference or arriving late will also lead to disqualification.
