Quotations are due July 24, 2026, at 2:00 p. m. MDT.

Government standard payment terms are Net 30. Contractors must confirm acceptance of government purchase orders.

The government intends to make a lowest price technically acceptable award.

Contractors must have a current active registration in the System for Award Management (SAM. gov) at the time of quote submission.

Sample submission is required. Soil samples will be sealed and labeled in 1-gallon plastic bags. Core samples will be stored in core boxes and labeled.

Failure to furnish all required information may result in the quotation being considered nonresponsive and eliminated from further consideration.

The period of performance is one year from the date of award followed by four consecutive option years. Specific deliverable due dates are outlined in the Schedule of Deliverables, with the annual report for FY 2026 due by March 5, 2027.

Payment will be made monthly in arrears for all services rendered and/or deliverables submitted and approved by the VA. Invoices are to be submitted electronically through the Tungsten network.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

The contractor shall have a minimum of three years of experience in writing annual reports for studies of similar content. Key personnel shall be able to demonstrate their skills and experience in conducting research studies of this magnitude.

The contract includes a clause for liquidated damages reimbursement for data breach costs.

The contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts in the event of noncompliance with certain clauses, such as those related to addressing DEI discrimination.

The estimated total value is $24,500,****.

The study is for a 5-month period, from August to December 2026.

The contractor shall enroll, collect, and test a minimum of 150 human subjects and collect clinical and epidemiological data and biological specimens from participants. perform malaria microscopy on all collected samples on each performance period.

Data collection must be completed no later than September 30th of the current inventory year. Digital segments and images must be uploaded by September 30th. Soils collection forms must be sent to the COR's representative by September 30th. Requested corrections must be completed by September 30th. Final invoicing is due no later than October 15th.

Payment will only be made for deliverables that meet contract quality standards and protocols and are successfully submitted and accepted by the government. Invoices for completed data points will be submitted after quality assurance review. Payment for inaccessible points is limited to a maximum of two per segment after documentation and acceptance.

Data collection teams must include individuals qualified in rangeland management (series **** or ****) or soil science (series ****), with specific experience in western states, ecological site descriptions, GPS, plant identification, and vegetation sampling methods. Additional less qualified individuals may assist.

Contractors may be held financially liable for any shortage, loss, damage, or destruction of government-furnished property (GFP).
