The government will make payment in accordance with the prompt payment act 31 **** and prompt payment regulations at 5 cfr part ****.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

Vendors must complete items 17a, 30a, 30b, and 30c of the first page of this rfq to be considered responsive.

The selection criteria will include professional qualification statement, registration and general reputation of principals of the firm or person, the extent to which the firm or person specializes in or has provided services of a type and scope similar to the hereunder, familiarity with the location s in which services will be performed, project approach and capability of meeting schedules and quality of performance on other similar projects.

Applicants must meet one of the following criteria: option a legal track preferred juris doctor jd degree from an accredited law school and active license to practice law in any u. s. jurisdiction virgin islands license preferred and minimum of three 3 years of experience in administrative law, regulatory enforcement, or adjudication, particularly in highly regulated industries e. g. , cannabis, healthcare, finance. option b administrative expertise track acceptable bachelors degree or higher in public administration, political science, regulatory affairs, or a related field and minimum of five 5 years of progressively responsible experience in: o government regulation or licensing, o regulatory enforcement or compliance, o administrative hearings or quasijudicial proceedings and demonstrated experience preparing written decisions or findings based on testimony, documentary evidence, and applicable law or policy.
