The contractor shall invoice the government on a monthly basis. The invoice, including supporting documentation for work performed, and a monthly activity report shall be submitted not later than 30 days following the end of each fiscal calendar month. Payments shall be commensurate with work accomplished, which meets the quality standards established under this task order contract. The period of performance pop for each invoice shall be for one calendar month. The contractor shall submit only one invoice per month per task order. The appropriate GSA office will receive the invoice by the twenty-fifth calendar day of the month after either: the end of the invoiced month for services or the end of the month in which the products commodities or deliverables fixed priced services were delivered and accepted by the government.

The contractor shall identify and document equipment and/or system warranties for users of the equipment or systems in the OM manual prior to final inspection.

Required professional qualifications include a BS degree with 14 years of experience minimum, or MS degree with 12 years of experience minimum, or PhD with 10 years of experience minimum for Program Manager. For Project Manager, a BS degree with 8 years of experience minimum, or MS degree with 6 years of experience minimum, or PhD with 4 years of experience minimum is required. Environmental Scientist/Engineer roles have varying experience requirements based on degree level (BS, MS, PhD) and seniority (Senior, Mid, Junior). Geographic Information System roles also have specific degree and experience requirements. Administrative Specialist roles require a BS degree with 0 years of experience minimum. The document also lists other engineers and scientists, and technician support roles with their respective qualifications.

The contractor can be held responsible for completing corrective actions and/or liable for payment of fines/penalties that result from an enforcement action issued by a regulator if the noncompliance cited is a direct result of the contractor's action or the contractor's failure to take an action required by the contract.

The contractor shall conduct one site visit to each industrial activity site on the base as identified and required in the SWPPP and associated permits.
