The demolition activities and substantial completion must be no later than Friday, August 28, 2026.

The award shall normally be made to the lowest responsible bidder meeting specifications. In determining the lowest responsible bidder, in addition to price, the board of aldermen or other authorizing officer shall consider: the ability, capacity or skill of the bidder to perform the contract or provide the service required, whether the bidder can perform the contract or provide the service promptly or within the time specified, without delay or interference the character, integrity, reputation, judgment, experience and efficiency of the bidder the quality of performance of previous contracts or services the previous and existing compliance by the bidder with laws and ordinances relating to the contract or service the sufficiency of the financial resources and ability of the bidder to perform the contract or provide the services the quality, availability and adaptability of the supplies or contractual services to the particular use required the ability of the bidder to provide future maintenance and service for the use of the subject of the contract and the number and scope of conditions attached to the bid.

Bidders must register with Shirley Brown at ***@***. *. * when downloading the specifications for bidding. The city may make any investigation that it deems necessary to determine the ability of the bidder to perform the work. Bidders shall furnish information for this purpose to the city upon request. The city reserves the right to reject any bid if the evidence submitted by, or other investigation of the bidder fails to satisfy the city that the bidder has the proper qualifications, experience, equipment, manpower, or financial and managerial capability to carry out the obligations of the contract documents or to perform the work as required.

If the bid price exceeds $75,000, this project is subject to prevailing wage requirements under applicable Missouri law. Contractor will forfeit as a penalty to the city the sum of one hundred dollars **** for each workman, for each calendar day, or portion thereof, such workman is paid less than the said stipulated rates for any work done under this agreement, by the contractor, or by any subcontractor. The contractor shall forfeit as a penalty to the city the sum of two thousand five hundred dollars 2, **** plus one hundred dollars **** for each employee employed by contractor or any subcontractor, for each calendar day or portion thereof, such employee is employed without the required training.

A prebid meeting will take place on wednesday, march 18, 2026 at 10 a. m. in the board of aldermen chambers.

The last day for questions will be April 1, 2026.
